The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG), Governing Bodies Department (GB), Shareholding Relationships Division (SR), Board of Governors/Board of Directors Secretariat Unit at its headquarters in Luxembourg, a (Senior) Head of The Board of Governors and Board of Directors Unit – This is a full-time position at grade 6/5.
The term of this contract will be 4 years.
Panel interviews are anticipated for May.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Purpose
The Board of Governors and Board of Directors’ Unit is responsible for:
• driving Corporate secretariat activities for the Board of Governors (BoG) and the Board of Directors (BoD), in order to assist these Governing Bodies and their members in fulfilling their corporate role;
• building and maintaining a good working relationships with EIB shareholders, to understand their priorities and ensure that there is a continuous and mutual understanding of the EIB Group objectives.
Operating Network
As a (Senior) Head of Unit you will oversee and manage the work of a team of 5 persons, under the supervision of the Head of SR Division, supporting the needs and achievements of the SG/GB department, the Secretary General and Senior Management.

Accountabilities
• Ensure day-to day operational management of the Unit in order to achieve Division’s objectives, in cooperation with the Head of Division
• Define and develop the strategic priorities of the Unit and create the conditions required for the implementation of agreed objectives;
• Ensure with high quality the overall execution of corporate secretariat processes, in order to ensure an efficient and reliable support, respect of deadlines and compliance with rules, regulation and procedures; in particular but not only:
• Administer under strict deadlines the decision-making process of the BoG and BoD, and of committees, working groups and other governing bodies as required (e.g. preparation of annual working programme for governing bodies, meetings organisation, preparation of agenda, documents, tacit or e-voting procedures);
• Coordinate the preparation of required briefings, in close cooperation with relevant services, the Secretariat General and Chairpersons of Governing Bodies;
• Attend Governing Bodies meetings to provide the necessary support to the Chairpersons, the Secretary General and committee members, take notes and ensure that meetings is hold in accordance with rules;
• Ensure that documentations and information are shared in a timely manner, notably using secured webportals
• Review the minutes of BoG and BoD meetings, prepared by Corporate Secretariat officers;
• Reporting adequately Governing Bodies decisions, actions and supervise the follow-up of their implementation;
• Interface effectively with BoG and BoD members and manage relationships with EIB Directorates to ensure an efficient flow of communication/information between the Unit and the Bank’s services;
• Guarantee the overall quality of the Unit's output in line with the standards set at Division and Department level; especially propose and implement improvements on Corporate Secretariat processes, procedures, IT systems and working tools;
• Foster a good team spirit and cooperation among team members, as well as the dissemination of information and cross fertilisation inside the Division;
• Guide the team through example and empowerment; promote transparency, discuss problems and provide opinions/solutions;
• Ensure that staff within the Unit have the right skills, objectives and motivation to deliver results; establish effective performance management and have a strong focus on people development;
• Participate, along with the Head of Division, to the recruitment process for new staff in the Unit;
• Represent the EIB in public fora; interface with the EU Institutions, Member States, other organisations, professional associations and academic circles in order to stay abreast of best practice
Qualifications
• University degree, preferably in legal, business administration, economics or finance;
• Experience or proven ability in managing or coaching people, ideally in multicultural environments or an international organisation;
• Significant relevant professional experience, of which at least 5 years spent in supporting Board of Directors in public organizations or private sector companies;
• Good understanding of the EIB mission, objectives and business activities;
• Good understanding of the institutional and political framework in which the Bank operates;
• Ease in communicating with people at all levels, and strong sense of discretion;
• Hands-on experience of standard office tools as well as of various software applications (such as webex, MS teams, sharepoint sites) that are or can be used by corporate secretaries; interest on IT matters and ability/motivation to engage into digitalisation for Board would be an advantage
• Fluent in English, with excellent drafting skills in this language, as well as good command of French(*).
